IC Launches "Rule of Law Counselors in Community" Initiative

To implement the "One College, One Police Officer" mechanism between Zhangzhou Campus and the Zhangzhou Development Zone Public Security Substation, and also to enhance students’ safety awareness and strengthen campus security, on March 24, International College(IC), Xiamen University(XMU) held a special anti-fraud lecture at Room 101, Main Building No. 4. Fang Jinqian, a police officer from the Zhangzhou Development Zone Public Security Substation and the College’s Rule of Law Counselor, delivered the lecture. Ma Xianghua, Deputy Secretary of the College Party Committee, attended the event. The lecture was hosted by Su De, the class counselor of IC. Student representatives attended the lecture.

At the beginning of the event, Su De introduced the background and objectives of the lecture. He elaborated on the rising trend of telecom and online fraud on campus and stressed the importance and necessity of raising anti-fraud awareness and mastering prevention skills. Later, Ma Xianghua, the Deputy Secretary of IC delivered a speech. She pointed out that safety is the bottom line for students’ growth. In recent years, telecom and online fraud schemes have continued to emerge with increasing concealment and deception. IC attaches great importance to students’ property safety and physical and mental health. Based on real fraud cases involving students of the college, she analyzed typical situations in depth and reminded all students to stay vigilant, avoid greed for small gains, and protect their own safety. She also encouraged student representatives attended to take the lead in learning anti-fraud knowledge and spreading prevention skills among their peers.


During the lecture, Police Officer Fang delivered a micro-lesson on anti-fraud knowledge, focusing on various high-frequency telecom and online fraud types. Taking real cases as the starting point, she deeply analyzed common fraud methods such as rebate fraud, impersonating customer service, false transactions and online dating scams. She detailed the fraudsters’ words and victims’ psychological changes, prompted anti-fraud key words, and taught students on site to keep in mind the "Six NOs" anti-fraud principles. From identification and prevention to loss control, she guided students to keep prevention in mind and practice anti-fraud in action.


At the end of the lecture, an anti-fraud publicity Wechat group under the "One College, One Police Officer" initiative was established on site, further opening up the police-school joint publicity channel. The group will facilitate the regular dissemination of typical case studies, provide anti-fraud consultation services, and enable rapid warning and intervention efforts, ensuring that fraud prevention awareness is effectively translated into concrete action.

This event serves as the first session of a special series of thematic education programs organized by the Student Affairs Office of the International College. Previously, the Student Affairs Office had actively communicated and coordinated with the rule-of-law counselors assigned to the college, and held a special seminar to discuss ways to strengthen students’ safety education and enhance their awareness of the rule of law, through which the work plan and implementation scheme were finalized. Going forward, the college will continue to deepen police-college cooperation, carry out regular safety and law-related education, and take detailed and solid measures against fraud and scams. It will fully safeguard the safe and healthy growth of students and foster a safe, stable and harmonious educational environment.
